In an initiative to modernize its traffic management systems, the Hawaii Department of Transportation (HDOT) partnered with SWARCO McCain alongside Phoenix Pacific, Inc. The collaboration aimed to advance Maui toward a future of preemptive traffic regulations, addressing critical traffic conditions ranging from intersection malfunctions to weather impact on traffic control.
Maui is the second-largest island of the Hawaiian archipelago, spanning 727.2 square miles, and it is the 17th-largest island in the United States. The island attracts over two million tourists annually and is known for its world-famous beaches.
The existing road infrastructure in Maui couldn’t keep up with the demands of heavy tourism. Routes like the Road to Hana and the Honoapiilani Highway needed modern solutions to meet the island’s needs. Additionally, HDOT was struggling to streamline and enhance traffic flow on the island of Maui due to its reliance on outdated 170-style traffic controllers running independently across the island’s intersections without the seamless management of central management software. HDOT needed a solution to replace their antiquated 170-style controllers, obsolete local control software and to support their communication infrastructure, making it more robust and efficient.
SWARCO McCain and its local partner, Phoenix Pacific, Inc., implemented a network of cellular modems that provided remote connectivity to Maui’s field cabinets. In addition, HDOT deployed the state-of-the-art MyCity TMS1 along with 80 McCain ATC FLeX® Controllers powered by SWARCO McCain’s Omni eX® Intersection Control Software while updating 80 conflict monitor units (CMU). Next, Iteris’ BlueTOAD comprehensive data collection and database management suite of applications were spread across the island, synchronizing perfectly with MyCity TMS to provide a holistic solution. Lastly, SWARCO McCain provided professional services on installation, integration, training, and testing of this deployment.

In alignment with HDOT’s objectives, SWARCO McCain and Phoenix Pacific, Inc., successfully modernized Maui’s traffic management. The upgrade expanded Maui’s traffic system capabilities, enabling traffic engineers to remotely monitor and modify intersection signals, handling urgent traffic scenarios in real-time.
