The California Department of Transportation (Caltrans) Deploys the First ATC Cabinet in the State for road users.
Stockton, California
Overview
Caltrans’ installation of SWARCO McCain ATC Cabinets in Caltrans District 10 represents a shift toward modern, future-ready, and connected infrastructure. This installation showcases Caltrans’ progress and leadership, while sharing valuable insights and support with other agencies considering ATC innovation.
Location
Stockton, located in California’s Central Valley connects the Bay Area and Sierra Nevada via I-5, SR-99, and key east–west routes, with frequent peak-hour slowdowns.
The Challenge
For nearly five decades, Caltrans relied on the 332 and 342 cabinet architecture, dating back to 1978. The systems lacked remote monitoring capabilities and frequently required a complete cabinet replacement in the event of issues. Most of these systems are operated using Caltrans’s signal control software, which limits collaboration with local agencies that utilize industry-standard software such as Omni eX® Intersection Control Software. Caltrans was investigating a next-generation cabinet featuring a modular design and remote diagnostic capabilities. Their objective was to find a cabinet that would enhance system reliability, minimize downtime, and streamline maintenance processes.
Solution
Caltrans evaluated ATC Cabinet offerings from cabinet manufacturers such as SWARCO McCain, who established the industry standard for ATC Cabinet technology. On October 22, 2024, Caltrans installed its first 352i ATC cabinet, equipped with a McCain 2070LX controller running Omni eX, at the southbound I-5 off-ramp at French Camp Road in Stockton, CA. The recent installation of this ATC Cabinet is significant because it meets Caltrans’ goal of fostering innovation. This is a milestone for Caltrans, as this deployment is a step forward to finalizing state-wide specifications. Additionally, Caltrans found the offering and service provided by SWARCO McCain for their ATC technology was commendable.
The Results
Since installation, the SWARCO McCain products have been a showcase to Caltrans and local agencies. They provide citywide connectivity by enabling remote system management and real-time data sharing. Additionally, this system is designed for future wireless and modular upgrades.
